About the Position

The Programme Analyst, SRHR is located in the UNFPA Timor-Leste Country Office in Dili. The successful candidate will manage UNFPA’s critical work on sexual and reproductive health and rights (SRHR), directly accelerating the achievement of the ICPD Programme of Action and the 2030 Agenda for Sustainable Development.

Operating under the direct supervision of the International Programme Coordinator, you will provide technical and policy advice, promote rights-based approaches, and strategically position UNFPA’s work within the health sector while ensuring linkages with adolescent, youth, gender equality, and population dynamics portfolios.

Key Responsibilities

A. Technical Support & Upstream Engagement

  • Drive policy dialogue with the Government, UN system, and development partners to position SRHR in national frameworks.

  • Provide technical assistance to the Ministry of Health and subnational authorities in developing and implementing national policies, clinical guidelines, and operational plans for integrated SRHR and Gender-Based Violence (GBV) response services.

  • Represent UNFPA in health sector technical working groups and national coordination fora, integrating SRHR into climate adaptation and disaster risk reduction frameworks.

B. Partnerships, Resource Mobilization & Advocacy

  • Develop advocacy materials, concept notes, factsheets, and multimedia content to support resource mobilization and donor relations.

  • Analyze political, social, and economic trends impacting SRHR to advise Country Office leadership.

  • Advocate for evidence-based interventions and increased domestic resource allocations for SRHR/ASRH.

C. Programme Management, Implementation & Monitoring

  • Oversee day-to-day management of the SRHR programme, including Work Plan (AWP) preparation, budget planning, and financial approvals/revisions within the corporate Quantum platform.

  • Support and monitor implementing partners throughout the programme cycle, ensuring financial compliance and quality assurance.

  • Conduct field missions and work with the M&E Analyst to measure intervention effectiveness, address operational bottlenecks, and document success stories.

Qualifications and Experience

  • Education: Advanced university degree (Master's or equivalent) in public health, medicine/health sciences, nursing/midwifery, or a closely related discipline.

  • Experience:

    • Minimum of two (2) years of professional experience in SRHR programming or public health project management.

    • Proven knowledge of family planning, maternal health, adolescent SRHR, and/or SRHR in emergencies.

    • Familiarity with the Timor-Leste health sector context is a strong asset.

    • Experience with UN/UNFPA programming principles, rights-based approaches, and Results-Based Management is highly preferred.

  • Languages: Fluency in English and Tetum is required. Working knowledge of Portuguese is a distinct advantage.
