About The Asia Foundation & Nabilan Program

Since 1992, The Asia Foundation (TAF) has partnered with government, civil society, and private sector leaders in Timor-Leste to strengthen governance, expand economic opportunities—particularly for women—and promote peace and justice.

In partnership with the Australian Department of Foreign Affairs and Trade (DFAT), TAF implements the Nabilan: Ending Violence Against Women and Children (EVAWC) program (2014–2030). The program aims to ensure that women and children in Timor-Leste live free from violence and enjoy gender equality.

Position Overview

Under Nabilan’s Movement Building pillar, the Program Officer – Movement Building plays a pivotal role in coordinating partners, managing feminist grant mechanisms, facilitating training, and supporting advocacy, monitoring, and program delivery in close collaboration with the Pillar Lead and key stakeholders.

Key Responsibilities

  • Grants & Coordination: Support the implementation of the Movement Building pillar, including the coordination of a feminist grants mechanism.

  • Collective Action: Work with partners and activists to strengthen collective action, advocacy, and movement coordination focused on EVAWC and gender equality.

  • Capacity Strengthening: Support training, facilitation, and capacity building on advocacy, "movement moments," and gender equality.

  • Policy & Advocacy: Identify strategic policy opportunities and facilitate collective action across partner networks.

  • Program Management & MEL: Contribute to Monitoring, Evaluation, and Learning (MEL), reporting, planning, budgeting, and progress tracking.

  • Partner Support: Provide technical and organizational support to partners and contribute to prevention and training initiatives.

  • Representation: Participate in sector forums and support the representation of women’s rights actors in national and regional platforms.

  • Compliance: Ensure full alignment with TAF financial, administrative, and operational standards.

Selection Criteria

Qualifications & Experience:

  • Education: Undergraduate degree in Social Sciences, Gender Studies, Community Development, Public Health, or a related field.

  • Work Experience: Minimum of 5 years of experience in international development program design and/or implementation.

  • Sector Expertise: Proven experience in EVAWC, gender equality, or women’s rights programming.

  • Network & Coordination: Demonstrated experience coordinating with communities, civil society partners, and multi-stakeholder networks.

  • Facilitation: Hands-on experience delivering gender equality and advocacy training.

Skills & Competencies:

  • Strong organizational skills in planning, implementation, MEL, and report writing.

  • Exceptional facilitation, interpersonal, and relationship-building skills.

  • Language: Full fluency in written and spoken Tetum and English.

  • Values: Strong commitment to gender equality, social inclusion, and feminist, rights-based approaches.

  • Inclusion: Experience working with marginalized groups, including persons with disabilities.

  • Compliance: Knowledge of donor compliance standards (DFAT experience is a strong advantage).
