The Project for Enhancement of Coordination and Monitoring for ASEAN Accession under Japan International Cooperation Agency (JICA) Timor-Leste Office, a Japanese government agency which implements official development assistance (ODA), is now seeking qualified persons for the following position:

1. Position & Job Description

  • Position Title: Program Officer 2 (1 position — Fixed Term)

  • Duty Office: JICA Project office in Ministry of Foreign Affairs and Cooperation (MNEK), Av. de Portugal, Dili, Timor-Leste.

  • Contract Period: From September 1st, 2026 to February 28, 2027 (The contract may be terminated without consent prior to the end of the service period if serious discrepancy or false information is identified in the application).

  • Expected Starting Date: September 1st, 2026.

Key Responsibilities: Under the Japanese Advisors dispatched to the Ministry of Foreign Affairs and Cooperation (MNEK), the employee shall provide management and logistics services in the following areas:

  1. Planning, preparation, managing, moderating, evaluation, and follow-up of training programs and workshops in Timor-Leste and/or ASEAN member countries.

  2. Preparation, coordination, reporting, and follow-up of meetings with relevant government departments and other related national and/or international organizations.

  3. Delivering presentations/briefings on project or training-related issues to meetings and trainings.

  4. Communicating with media organizations (TV, Newspapers, Radio, etc.) to publicise project activities, as well as providing translation services when needed.

  5. Drafting official letters and other professional correspondences.

  6. Carrying out any other duties requested by the Japanese Advisors necessary for project implementation.

Note: The Program Officer will mainly manage a series of high-level capacity development workshops and seminars on crucial agendas for Timor-Leste. This position offers an excellent opportunity for career development, including potential business trips to other ASEAN countries (although not guaranteed).

2. Qualifications & Experience

Candidates are expected to meet the following mandatory requirements:

  1. Nationality: Nationality of Timor-Leste.

  2. Education: University degree in business, international relations, law, tourism, engineering, or another relevant degree (A BA from a foreign university is an advantage).

  3. Core Skills: Experience in coordinating with stakeholders, drafting documents, reporting under the instruction of supervisors, and moderating meetings.

  4. Experience: At least three (3) years of relevant work experience related to preparing and conducting workshops, seminars, or large meetings.

  5. Language: Good command of business English (including writing, reading, listening, and speaking) and Tetum.

  6. Computer Literacy: Strong proficiency in word processing (e.g., MS Word), spreadsheets (e.g., MS Excel), presentation software (e.g., MS PowerPoint), and internet navigation.

  7. Cultural Adaptability: Work experience in a multicultural environment (Experience working with international agencies and companies is preferred).

  8. Business Skills: Strong adherence to instructions, reporting progress/issues/results in writing, and strong punctuality.

  9. Personal Attributes: Excellent potential, a strong learning spirit, and robust communication abilities.
